在特殊情况下，投标有效期届满前，用人单位可以要求投标人延长投标有效期内。应当以书面形式提出的请求和响应。如果投标保证金的要求，按照国际旅游交易会20授予要求的投标人也应延长有效期的截止日期以后二十八年（28）天延长投标保证金。投标人可以拒绝，而不丧失其投标担保的要求。请求给予投标人不得要求或允许修改其出价，除ITB 19.3提供。
