求翻译：摘 要:本文以城市、农村义务教育资源配置为研究对象，展示我省教育资源配置的主要现状和进展。通过城乡教育资源配置中的教育经费、师资力量、办学条件等方面进行实证分析对比，海南省基础教育发展不均衡的最直接原因是城乡义务教育资源配置失衡。在对城乡教育资源配置进行切实和系统的分析后，笔者从人力、物力、财力资源等方面有针对性的提出均衡义务教育发展的方法策略，从而为海南发展国际旅游岛提供更多优质人才，并为本省实现教育公平，均衡教育发展提供现实基础。是什么意思？
