求翻译:摘要:校本课程开发涉及到不同的利益主体,不同的利益主体之间均希望获得利益的最大化,在现有制度环境中,利益主体从暂时的利益出发选择不开发或伪开发;但从长远利益来看,利益主体并没有得到最好的结果。因此,只有各利益主体通过博弈的方式使得现实制度环境发生变化,利益格局得到调整,意识形态顺应新制度,校本课程开发才能在现实中真正实现。是什么意思?
