三月二○○二年只是通过我国加入世贸组织后的第一春天的节日，来自中国的企业约100个，出口DVD产品被拘留当地海关在欧盟，而非相关智慧财产取得认证的原因，随后，在按照新发行的“产品安全条例”，在欧盟监管较轻的2元，必须有安全设备，欧洲企业的安全装置专利申请，进一步更没有专利许可的借口，约80％来自中国的打火机产品的比例已被挤出欧盟市场。
